Trainer, a person who trains people (coach, instructor, teacher, tutor)
Three evaluations of Law Enforcement (LE) training. 1. Adminstrative areas of instruction declared by the agency for the ranks. 2. State Objectives, area to be covered as mandated by State rules for LE officers. 3. Federal, areas of training with any condition indicated by the U.S. Department of Justice. Examples (Oversight, Court Order, or Condition on funding)

- SME Studies the excellence of the evelution
SME: Create an application method and study the results of the application. SME, conduct empirical studies of training methods both quantitative and qualitative approaches. Hypotheses tested in an analytical study.
To become a SME one must have, experience, knowledge, lived experience, excellence in record, and educations. As Alpha says, "ring time".
